Hoarsk Shalefoot is an optional Boss during Designs of the Duergar, he can be found guarding a chest, before the Reach the statue of Annuragon objective. You can access the area, by jumping to the left and destroying two small ice blockades. Remember to get near the flaming sword to obtain the Warmth status in order to not be Frozen.
